Abstract

An orderly and peaceful atmosphere in the Dumai City community is the right of citizens who are always protected by the Dumai City government. To achieve this, the Dumai City Regional Regulation Number 12 of 2002 concerning the Implementation of Public Order was issued. The main problem studied in this study is how the implementation of Dumai City Regulation No. 12 of 2002 concerning the implementation of public order and what are the obstacles in the implementation of Dumai City Regulation No. 12 of 2002 concerning the implementation of public order. To conduct a study, researchers used a model of implementation of public order policy and tranquility carried out by all ranks of the Dumai City Civil Service Police Unit. The theory used by researchers in assessing the success rate of the implementation of the policy developed by George C. Edward III which is based on four indicators of the success of policy implementation, namely: communication, resources, disposition and bureaucratic structure. The research method used is a qualitative method with data collection techniques carried out by collecting literature literature, making observations and direct observation of the object of study, and conducting interviews face to face with research informants, based on four indicators of policy implementation, namely communication, resources, disposition. and bureaucratic structure. The informant who was the object of this study was the government apparatus who served in the Dumai City Civil Service Police Unit and the Dumai City community. From the results of the study it is known that the Implementation of Dumai City Regional Regulation Number 12 of 2002 concerning the Implementation of Public Order was poorly implemented. Problems or obstacles that still occur to date are the lack of socialization activities carried out in connection with the regulation. Low level of understanding of each member of the Dumai City Civil Service Police Unit in carrying out its duties and functions and the limited number of personnel tasked with organizing public order in the City of Dumai. With this policy implemented, it is expected that the government apparatus to be more consistent in carrying out it so that various obstacles that are currently faced can be minimized as much as possible.
