Abstract
The smoking habit in Indonesia is very concerning, as it can be observed that people from various age groups, including students, are active smokers. Various studies have shown that smoking activities are very harmful and detrimental to health. The smoke emitted by smokers is also dangerous if inhaled by people around them. The public is aware of the warnings about the dangers of smoking for health printed on cigarette packages, yet they continue this hazardous activity, and even children under the age of majority are influenced to engage in this dangerous activity. As for the formulation of the problem in this study, namely the first, how the application of government regulation number 109 of 2012 concerning the security of materials containing addictive substances in the form of tobacco products for health in an effort to provide protection for minors in buying and selling cigarettes and second, how efforts to limit the sale of cigarettes to minors in the community (case study of SMAN Pekanbaru). The type of research that researchers use in this thesis is empirical legal research, namely a legal research method that uses empirical facts taken from human behavior, both verbal behavior obtained from interviews and real behavior carried out through direct observation. Empirical research is also used to observe the results of human behavior in the form of physical relics and archives. While in terms of its nature this research is descriptive, namely describing and writing facts researched in the field about Cigarette Trafficking Against Minors in Review of Government Regulation No.109 of 2012 The type of research that researchers use in this thesis is empirical legal research, namely a legal research method that uses empirical facts taken from human behavior, both verbal behavior obtained from interviews and real behavior carried out through direct observation.
