Abstract

This study aims to analyze and explain the implementation of accountability and transparency of regional property administration (BMD) in the regional financial and asset management agency (BPKAD) in Riau Province. The variables of this study are accountability and transparency of regional property administration, which consists of six indicators. namely: Decision Making, Dissemination of Policy, Availability of Document Accessibility, Clarity and Completeness of Information, Existence of Openness, Regulatory Framework Guarantees Transparency. The research method is a qualitative research method. The informants in the study were the Head of the Provincial Regional Asset Financial Management Agency, Secretary of the Regional Asset Management Agency for Riau Province, Head of the Regional Asset Management Division for Riau Province, Head of the Administration Sub-Sector, Expert Staff for the Administration Sub-Sector, Goods Management Officer, Administration Supervisor. From the results of the study it is known that the accountability and transparency of the administration of regional property in the Riau province regional financial and asset management agency in carrying out policies has been carried out by the regional asset management agency but has not been able to provide good results regarding accountability and transparency, in the administration of regional assets based on PERMENDAGRI regarding bookkeeping, inventory and pioneering have been carried out, it's just that there is still no order in the bookkeeping, there is no inventory so what to report and vice versa Whereas the Obstacles to Accountability and Transparency in the Administration of Regional Property at the Riau Province Regional Financial and Asset Management Agency are due to the fact that the previous employee's bookkeeping was incomplete and there was no contrast between the bookkeeping and the inventory so that the reporting made was incomplete.
