Abstract
The regional government allocates a budget in the APBD for the development of village facilities and infrastructure and community empowerment in the village. Budgeting for the development of village facilities and infrastructure and community empowerment in the village comes from additional DAU, APBD and other sources of funds determined in accordance with statutory provisions, activities for developing village facilities and infrastructure are used to finance basic social services which have a direct impact on improving quality community life. Community empowerment activities in the Kelurahan are used to increase the capacity and capability of the community in the Kelurahan by utilizing their own potential and resources. The purpose of this study was to find out and analyze the Implementation of the Mayor of Dumai Regulation Number 18 of 2021 concerning Guidelines for the Implementation of Village Facilities and Infrastructure Development Activities and Empowering Village Communities in Sukajadi Village, Dumai City District in 2021. This research uses a qualitative approach. There were 6 informants in this study with the Lurah as the key informant. Data collection techniques by interviewing and data analysis version of Miles and Huberman. Based on the results of the research and discussion, it can be concluded that the Implementation of Dumai Mayor Regulation Number 18 of 2021 concerning Guidelines for the Implementation of Village Facilities and Infrastructure Development Activities and Empowering Village Communities in Sukajadi Village, Dumai City District in 2021 has not been implemented optimally, in terms of resource, disposition and structure indicators bureaucracy.
