Abstract

Innovation in Cooperation Services for Registration of Foreign Student Population (KATANA) is a service innovation implemented by the Pekanbaru City Population and Civil Registration Service which can make it easier for Foreign Students at Pekanbaru City Universities/Colleges to obtain their population documents. The aim of this research is to determine the innovation of the Foreign Student Population Registration Cooperation (KATANA) service at the Pekanbaru City Population and Civil Registration Service and to find out the inhibiting factors for this service innovation. The phenomenon in this research is that there are still many universities/universities that have not made cooperation agreements with the Population and Civil Registration Service, facilities and infrastructure are still not optimal, and the KATANA website cannot be accessed online. The theory used in this research is the diffusion of innovation theory according to Everret Rogers which has 4 indicator elements, namely innovation attributes, communication channels, time period, and social system. By using a qualitative descriptive research method, this research is to describe and depict events or phenomena that occur in the field and present data in an orderly manner, according to facts, and discuss phenomena or facts that occur in the field. This writing consists of primary data and secondary data. The conclusion of this research is that Disdukcapil provides infrastructure for online services in the KATANA service innovation. The author's suggestion is that the Department of Population and Civil Registration hold a detailed outreach to universities/colleges in Pekanbaru City.
