Abstract

This research aims to determine the objective level of implementation of competency-based workforce training programs by the Manpower and Transmigration Office of Riau Province, Pekanbaru City in 2022. The indicators of this research are communication, resources, disposition, bureaucratic structure. This type of research, which is located in the city of Pekanbaru, is a descriptive survey, which prioritizes a questionnaire list as a data collection tool and the data collected using this tool is then used as the main raw material for analyzing the empirical conditions of the object of existence of the research objective at the location studied. The population used in this research is the head of training and workforce placement, training and workforce placement officers and workforce training participants. The sampling technique used in determining sample individuals was a census technique for the population of heads of training and workforce placement and training and workforce placement employees. Purposive sampling technique was used for the population group of workforce training participants. The types and techniques of data collection used in this research consist of primary data, collected using questionnaires and interviews and secondary data collected using observation techniques. Meanwhile, the data analysis technique used is by using a frequency table tool. Based on this analysis technique, the researcher assessed and concluded that the implementation of the competency-based workforce training program by the Manpower and Transmigration Department of Riau Province, Pekanbaru City in 2022 is in the assessment interval of "Sufficiently Implemented”
