Abstract

This research objectives to determine the Passport Management Service Innovation at the Class I Immigration Office Kota Pekanbaru. The public's need for passports has recently increased greatly, in the process of society service the immigration office implemented an innovative online passport service program as a concrete step for better passport services. However, based on the data obtained, the writer found that the implementation of this program has not been maximally seen from the public's knowledge of information technology and is still constrained by a centralized network. In general, this research aimed to describe the innovation of passport services at the Class I immigration office in Pekanbaru. This research used the type of a qualitative research. The focus of this research was based on 3 criteria of innovative governance namely impact, partnership and sustainability. Data collection techniques that is used in data collection were interviews, observations, and documents that related to the problem under study. The results of this research indicated that in general the implementation of the innovative passport service program at the immigration office has been going well, it can be seen that the services are based on SOPs and the positive impact felt by the society and institutions, in addition to partnerships that involve all elements of good governance and support from several sectors is fulfilled. However, among these successes, the online passport service was not running well because it is still constrained by a centralized internet network, there is quota restrictions for applicant per day, If the quota is full, it is advisable to choose another immigration office and there are still applicants who are just aware of an online passport service application.
