Abstract

In Pekanbaru City itself the development of communication and information is growing quite rapidly. The organization that is trusted as the manager of communication and information technology in Riau Province is the Riau Province Communication and Information Office which also acts as the implementation of policies in the field of communication and information by trying to always improve services in the field of communication and information. The formulation of the problem in this study is how the role of the Pekanbaru City Communication and Information Office in the Management of Information Services. And what are the inhibiting factors in the role of the Pekanbaru City Communication and Information Office in the Management of Information Services. The purpose of this study was to determine the role of the Pekanbaru City Communication and Information Office in the Management of Information Services and the inhibiting factors. The theory used in this research is the role theory proposed by Siagian including stabilizers, innovators, modernizers, pioneers, and implementers themselves. This research is a descriptive qualitative research using qualitative data. Data mining was carried out by means of observation, interviews and some secondary data that supported this research, such as books, internet browsing, and previous research. The results of this study indicate that the role of the Pekanbaru City Communication and Informatics Service in the Management of Information Services is measured by using indicators of stabilizers, innovators, modernizers, pioneers, and the implementers themselves have not gone well with evidence that they are still not effective in conveying accurate news to the public.
