Abstract

This research was conducted at the Pekanbaru City Social and Cemetery Service and Satpol PP which took place from September to October 2022. The purpose of this study was to determine the strategy of the Social Service and Cemetery in dealing with homeless people and beggars in Pekanbaru City. The method used in this research is a qualitative method in which data collection is done by means of observation, interviews and documentation directly to the Key Informants and Informants. The key informants in this study were the head of the Pekanbaru City Social and Cemetery Service and the Civil Service Police Unit (Satpol PP). The theory used in this study is the theory of strategic management according to Fred R David (2012) including environmental observation, strategy formulation, strategy implementation and evaluation and development. Based on the results of research conducted by the author, it can be concluded that the weak supervision of the social service and related agencies, and the lack of socialization carried out by the social service to the community to no longer make donations in the form of money to the homeless and beggars. And the enforcement of regional regulations No. 12 of 2008 has not been maximized, this does not provide a deterrent effect to homeless people and beggars so that they will return to the streets to carry out begging activities. Thus the need for the right strategy to overcome and increase independence in the lives of homeless and beggars in the city of Pekanbaru.
