Abstract
participation is very Community important in achieving development success. This study aims to determine the extent of community participation in the KOTAKU Program. Researchers feel that there are factors inhibiting community participation in the development process. This method uses descriptive qualitative methods with the data collection process using the methods of observation, interviews and documentation. The findings in the field were analyzed using Miles and Huberman's analysis which included 2 stages, namely data reduction and data presentation. The results of the study can be seen from the participation carried out by the community in 4 indicators, namely indicators of planning, implementation, utilization and evaluation. The fact that occurs from the findings in the field is the lack of community participation in the development process of the KOTAKU program. Participation is only carried out by the community in 1 RT of the 4 RT development targets. This happens because the community considers that every development is the responsibility of the government and the community does not understand the duties and functions of the community to improve development. This phenomenon cannot be ignored because it will hinder the smooth development.
