Abstract

The Role of the Village Head in Fostering Community Institutions in the Village of Kecepatan Tengah, Kecepatan District, Rokan Hulu Regency Abstract Mirzam Khalid Kelurahan is the working area of the Lurah as a Regency/City Regional officer within the working area of the Subdistrict. The function of the Lurah is, among others, to provide RT/RW development. Implementation of the function of the village head in the Efforts to foster RT/RW in the Kecepatan Tengah Village, Kecepatan District, Rokan Hulu Regency. Role The Village Government in fostering RT/RW Institutions in the Kecepatan Tengah Village, Kecepatan Sub-district, Rokan Hulu Regency, there is a phenomenon (1) Lurah rarely visits RTe and 10 RWs in Kecepatan Tengah Village to provide counseling or guidance verbally or in writing, (2) The training provided by the Lurah to RT and RW is not yet optimal in the context of fostering carrying out administrative activities in the Kecepatan Tengah Village. The purpose of this study was to find out the role of the Lurah in fostering Community Institutions in the Kecepatan Tengah Village, Kecepatan Subdistrict, Rokan Hulu Regency and to find out the obstacles faced by the Lurah in fostering the Institutional Rukun Neighbors and Rukun Warga in the Kecepatan Tengah Village, Kecepatan Subdistrict, Rokan Hulu Regency. The informants in this study were the head of the Kecepatan Tengah Village, the secretary of the Lurah, the head of government administration, RT, RW, community shops, and the community. The method used in this research is descriptive analysis research method with a qualitative approach using a descriptive survey research type with interviews, observations and documentation as a tool to collect data. The results of the study showed that the role of the lurah in fostering community institutions in the Kecepatan Tengah Village, Kecepatan District, Rokan Hulu Regency through the provision of guidance, providing direction, education and training, monitoring supervision in good categories. The conclusion of this study is that (1) the Lurah has carried out the development of community institutions in the Kecepatan Tengah Village, Kecepatan District, Rokan Hulu Regency through the provision of guidance, giving direction, education and training, monitoring supervision in good categories, (2) The provision of guidance is not carried out properly between the lurah. with community institutions in the neighborhood and community units, such as guidance on the preparation of work programs, also leads the Rukun Tetangga and the Rukun Warga to always be active in carrying out their duties and functions.
