Abstract

This study aims to determine the implementation of the policy of structuring and fostering street vendors in the Islamic Cantre Grand Mosque area of Rokan Hulu Regency by the Regional Government and to determine the inhibiting factors in implementing the policy of structuring and fostering street vendors in the Grand Mosque Islamic Cantre area of Rokan Hulu Regency by the Regional Government. The indicators used to determine the Implementation of Policies for Structuring and Guiding Street Vendors in the Great Mosque of Islamic Cantre, Rokan Hulu Regency are indicators of communication, resources, disposition and bureaucratic structure, this is based on the theory of policy implementation according to George Edward. The research location is the Great Mosque of Islamic Cantre, Rokan Hulu Regency and the Department of Industry and Trade of Rokan Hulu Regency. In this study, there is a phenomenon that occurs in the Great Mosque Islamic Center Area of Rokan Hulu Regency, namely the number of street vendors who make the mosque area a place of trade, causing unwanted things such as the presence of street vendors causing a lot of garbage scattered in the Great Mosque area. Islamic Center of Rokan Hulu Regency, the presence of Street Vendors causes a decrease in the attractiveness of the Great Mosque of the Islamic center of Rokan Hulu Regency because it creates a slum impression, Street vendors can cause traffic jams especially on big days where people visit the Great Mosque of Islamic Cantre Regency very much Rokan Hulu and street vendors can reduce the quality of the beauty of the Great Mosque of Islamic cantre in Rokan Hulu Regency because the presence of street vendors is not neatly arranged. This type of research is a qualitative research with data collection techniques, namely observation, interviews and documentation while the data analysis used is descriptive analysis to fully describe the reality of the Implementation of Policies for Structuring and Guiding Street Vendors (PKL) in the Grand Mosque Islamic Center Area, Rokan Hulu Regency. so that conclusions and suggestions can be drawn in answering all problems.
