Abstract
The problem of the procurement of goods and services is an important thing to support the implementation of government implementation. Therefore, the procurement of goods and services must be carried out effectively and efficiently. Therefore, the purpose of this study is to analyze the implementation of the E-Procurement program in the procurement of goods and services at the Regional Secretariat of Indragiri Hulu Regency. informants. The data collection technique is by using interviews, observations, and documentation. Meanwhile, the data analysis used is qualitative descriptive analysis. The results of this study indicate that: overall the implementation indicators are not implemented. 1) Communication indicators consisting of transmission, vibration, and Command Consistency are still not implemented. This can be seen from the lack of communication carried out by LPSE, and the Procurement section with suppliers or contractors. 2) Indicators of resources consisting of implementing staff, information, authority, and necessary facilities have not yet been implemented by the Goods and Services Procurement Section and LPSE. This can be seen from the placement of staff that is not in accordance with their abilities, unclear information, unclear lines of authority, and supporting facilities that are still not available. 3) Disposition Indicators consisting of Appointment of bureaucrats and incentives that are still lacking. This can be seen from the management of employees who do not have the ability according to the field of work, and the lack of incentives for employees who carry out the e-procurement program. 4) Structural indicators consisting of Standard Operating Procedures (SOP) and fragmentation are still not being implemented. This can be seen from the implementation of SOPs that are still not implemented by employees, as well as the complexity of the procurement system for goods and services through e-procurement.
