Abstract

The Riau Provincial Government made a policy relating to realizing the vision of Riau 2020 as the center of Malay culture by making Riau Province Regional Regulation Number 9 of 2015 Concerning the Preservation of Riau Malay Culture. Riau Malay culture is part of a national culture that must be preserved through management that guarantees the progress of the war and enhances the degree of humanity and maintains regional identity in the midst of globalization. The purpose of preserving Riau Malay culture is to uphold identity, build character, strengthen unity and unity and increase dignity. In article 8 it is stated that the preservation of Riau Malay Culture is a cultural activity which includes protection, inheritance, development, and utilization. The research is intended to find out how the Implementation of Regional Regulation Number 9 of 2015 concerning Preservation of Riau Malay Culture, and what are the obstacles in the implementation of these regulations. This research is included in the type of research combined between quantitative and qualitative techniques of data collection by giving questionnaires (questions) and interviews. and data analysis was carried out descriptively and quantitatively. Data collected by primary data and secondary data from the results of this implementation are seen from four indicators, namely communication, resources, disposition, bureaucratic structure. From the four indicators, the results of the Implemented assessment were obtained, with the sampling technique for the Riau Province Cultural Service using the Sampling Census and the community and schools using Purposive Sampling with a population of 900,467 with samples 23. The obstacles to funding were limited and the infrastructure and facilities were inadequate.
