Abstract

The presence of a curfew restriction rule in Pekanbaru City itself resulted in the COVID-19 Pandemic which is still not fully under control until now, where this rule is indeed functioned as one of the handling of the acceleration of COVID-19, by limiting the activities of people who are not interested in the evening at 22.00-04.00 WIB. This study aims to determine the implementation of the curfew restrictions in order to prevent and break the chain of the spread of COVID-19 in the city of Surabaya, in this study the formulation of the problem discusses the implementation mechanism of the relevant apparatus and also analyzes the implementation of the curfew restrictions from the Surabaya Pramong Praja Police Unit, Pekanbaru City Government. , as well as the opinions of 50 respondents consisting of the general public, business places, coffee shops, cafes which were collected in the questionnaire, as well as obstacles to law enforcement and efforts to overcome them. This study uses an empirical juridical research method which is a study of the effectiveness of the law that discusses how the law operates in society. The data sources for this research were obtained from interviews with related parties, distribution of online questionnaires to affected communities and business places, related literature and regulations. The results of this study can be concluded that the effectiveness of the legal implementation of the curfew restrictions in the city has been carried out in accordance with the applicable regulations to the maximum, but indeed the community's compliance with this rule is still lacking in this rule, this is due to community factors and also obstacles from the parties. related to law enforcement from the limitation of the curfew, as well as from the rule of law itself which does not create an educational deterrent effect for violators. The existence of these obstacles, several efforts were made to overcome them for better implementation.
