Abstract

The development of human development in Rokan Hilir Regency over the past five years (2017-2021) has shown an increase. This can be seen from the HDI figures which show a positive trend from 2017 to 2019, although there was a slight decrease in 2020. In 2021, the HDI in Rokan Hilir Regency reached 69.34. This figure increased by 0.19 points from 2020 where the 2020 HDI achievement was 69.15. Within five years, the HDI of Rokan Hilir Regency has increased by 1.5 points. However, based on the classification calculated through UNDP, the HDI for Rokan Hilir Regency for the last five years (2017-2021) is in the moderate category. This deserves attention because the Riau HDI in general in 2021 has reached 72.94 which is a high category, thus indicating that human development in Rokan Hilir Regency is not as good as human development in Riau Province in general. In identifying the effect of the Human Development Index (IPM) on economic growth in Rokan Hilir Regency, quantitative descriptive analysis is used through multiple linear regression analysis to determine the influence of the independent variables, namely the Health Index (X1), Education Index (X2), and Purchasing Power Index ( X3) on the dependent variable, namely Economic Growth (Y). From the analysis results, the value of the multiple linear regression equation is Y = 126,748 + 108,096 X1 + 180,064 X2 + 11,762 X3. The results of the analysis show that the health and purchasing power indices affect economic growth in Rokan Hilir Regency, this is also supported by the existence of a number of data obtained to support the results of the analysis. The t-count value for the health index is 1.449. That is, the calculated t value is smaller than the t table value (1.449 < 2.015). So it can be concluded that health has an effect on economic growth in Rokan Hilir Regency. The t value of the education index is 5.500. That is, the calculated t value is greater than the table value (5.500 > 2.015). So it was concluded that education had no effect on economic growth in the Rokan Hilir District. The t value of the purchasing power index is -3.745. That is, the calculated t value is smaller than the table value (-3.745 <2.015). So it can be concluded that purchasing power has an effect on economic growth in Rokan Hilir Regency.
