Abstract

The vast potential of waters in Indonesia does not guarantee the welfare of the people living in coastal areas, especially in the regency of Meranti Islands. Based on the literature review, the characteristics of coastal communities are still marginalized due to the limited accessibility to basic services and the low level of economy. This study aims to identify the potential and sources of social welfare of coastal communities in the Regency Meranti Islands and solutions to improve welfare both socially and economically through an empowerment approach. Qualitative methods are used in this study by analyzing various reference sources, such as: journals, books, desktop research with related studies. Secondary data were analyzed by systematic review and identified descriptively based on the results of the SWOT analysis. The results of the study show that the coastal communities of the Regency of Meranti Islands have relatively low welfare indicators due to being economically backward, even though they have natural marine resources and they are close to international sea routes. However, there are internal and external factors that impede their development, namely internally, the low ability of coastal communities to understand as well as to utilize technology and appropriate resource management, and their tendency to continue receiving government assistance and not thriving independently. External factors include the lack of basic service facilities/infrastructure, such as: education, health, bank and village cooperatives, as well as access to funding and markets, aside from the dependency on the weather for those who work as fishermen. The appropriate empowerment program for coastal communities is the socio-economic empowerment program of the community through, (1) funding access, (2) access to technology, (3) market access, (4) development of alternative livelihoods, and (5) collective action.
