Abstract

Bumka as a form of village economy is very necessary. Through Bumka several institutions in the village can work together optimally to promote the welfare of the community. For the village government and institutions in Libo Jaya Village, Kandis Subdistrict, Siak Regency, developing Bumka management to be more effective in collecting micro and small businesses in the community and managing village assets. This is part of the goal of Bumka whose general goal is to create prosperity. Based on the results of observations on Bumka Sejahtera in Kampung Libo Jaya, it can be seen that there is a phenomenon that occurs in loans distributed to Bumka to customers experiencing problems, namely the inaccuracy of principal payments and loan interest payments resulting in arrears. The purpose of this study is to evaluate the program of village-owned enterprises in improving the welfare of the community in Libo Jaya Village, Kandis District, Siak Regency and its obstacles. The method used is descriptive and qualitative methods. The informants in this study were the Director of the Village-Owned Enterprises, the Secretary of the Village-Owned Enterprises, the Treasurer of the Village-Owned Enterprises, the Credit Analyst Staff of the Village-Owned Enterprises, and 2 members of the Savings and Loan Business Unit Program Borrowers. Data collection techniques are interviews, observation and documentation. This study concludes that the results of the study indicate that the Savings and Loan Business Unit Program in Improving Community Welfare in Libo Jaya Village, Kandis District, Siak Regency has not run optimally. The inhibiting factors include the lack of the role of the village head as a facilitator for the Bumka Savings and Loan Business Unit Program in Kampung Libo Jaya, the quality of managers, facilities and equipment and community arrears.
