Abstract

The purpose of this study was to determine the implementation of the Zoning System Policy in the acceptance of new students in Tualang District, Siak Regency. To find out the obstacles to the implementation of the Zoning System Policy in the acceptance of new students in Tualang District, Siak Regency. This type of research is qualitative with data sourced from key informants and informants through interview techniques. Data collection is done through field studies by means of interviews, observations, and documentation. The collected data is classified according to its type and form and then presented descriptively. The results of the study found that the implementation of the Zoning System Policy in the acceptance of new students in Tualang District, Siak Regency as a whole had not run optimally. Barriers to the implementation of the zoning system policy in the acceptance of new students in Tualang District, Siak Regency due to communication that is not carried out continuously, insufficient resources, disposition in supervision that depends on the budget, and a very long bureaucratic structure. These results conclude that there are still many parents/guardians and students who commit fraud in the implementation of new student admissions in Tualang District, Siak Regency due to lack of communication by the government to the community, supervision of the implementation of new student admissions which is rarely done, and the length of affairs in the acceptance of new students so that the community commits various frauds in the implementation of the acceptance of new students.
