Abstract
This research aims to analyze the implementation of new normal policies in public service in correctional institutions class IIA Bagansiapi-api. Efforts to switch the public service system caused by the Covid-19 pandemic make access to services limited. However, efforts to maximize public services need to be considered so that public services in correctional institutions do not decline. This research uses qualitative descriptive research methods with observation data collection techniques and in-depth interviews with research informants who are all employees in the Bagansiapi-api Class IIA Correctional Institution. The results showed that the Implementation of the New Normal Policy in Public Services at the Bagansiapiapi Class IIA Correctional Institution has been carried out in accordance with the implementation of health protocols but in supporting excellent services there are still some problems that cause lack of service effectiveness. The problem was identified based on Edward III's Theory which resulted in several aspects, namely: 1) Less Effective Communication, 2) Human Resource Limitations, 3) Paradigm Changes of Prison Employees such as lack of motivation and effectiveness of employee performance, and 4) Bureaucratic Structure with unclear SOPs that cause public services not to be held as they should.
