Abstract

Camat provides guidance to village heads/kepenghuluan in accordance with the duties and functions of sub-district heads by delegating the authority of the Regent to the Camat. The phenomena that exist in Sinaboi District, Rokan Hilir Regency are as follows: Lack of ability of the Sinaboi sub-district in solving problems that befall the community in the kepenghuluan, where these problems must involve the camat. Datuk Penghulu in solving problems that occur in Penghulu. The research method uses qualitative research methods as a technique for data collection and direct interviews with informants such as the sub-district head, and the head of the village chief in Sinaboi District. The results showed that the sub-district government or the sub-district head as the leader in the sub-district area had carried out guidance to the kepenghuluan. First, Policy Capacity, there are no effective policies issued by the sinaboi sub-district in solving problems that occur in the Penghuluan such as land disputes that occur in the community. The two implementing authorities, in this case the sub-district head, have the authority to provide guidance to the head of the penghulu because the guidance is the delegation of the regent's authority to the sub-district head, but the sub-district head of sinaboi lacks leadership spirit which causes the datuk penghulu to not respond to any instructions given by the sinaboi sub-district. Third, operational efficiency, that the current capacity of the sinaboi sub-district is still not worthy of being a leader who has the authority to develop the kepenghuluan head or village head in the administrative area of the sinaboi sub-district. The obstacles that the researchers found in this study were: First, the lack of professionals of the current Sinaboi sub-district in fostering village/kepenghuluan heads in the Sinaboi District, this is evidenced by the absence of a response from the datuk penghulu in the directions given by the sub-district head through the whatsapp group media. Second, the camat's lack of ability to become a leader in leading the administrative area of the sinaboi sub-district. Third, the education of a penghulu is also an inhibiting factor in the development of the sub-district head in Sinaboi sub-district, this is an obstacle for the sub-district head to carry out further communication.
