Abstract
This study aims to analyze application of Good Governance principles in financial management at Kepenghuluan Bagan Batu, District of Bagan Sinembah, Rokan Hilir Regency. The variable of this study is the principle of Good Governance in management. The research method used is a qualitative research method. Informants in the study were all government officials who were in charge of carrying out financial management in Bagan Batu Village District of Bagan Sinambah Rokan Hilir Regency, Consultative Agency of Kepenghuluan Bagan Batu and Community Leaders of Bagan Batu Village. Results of the study, it is known that application of the principles of Good Governance in financial management in Kepenghulauan Bagan Batu District of Bagan Sinembah Rokan Hilir Regency has not been fully implemented properly. Not fully implemented properly financial management in Kepenghulauan Bagan Batu District of Bagan Sinembah including the lack of community participation in implementation financial management of Kepenghuluan Bagan Batu, Submission semester reports on the realization implementation of APB Kepenghuluan to BPKep, Regents, as well as the submission of accountability reports on the realization of implementation of APB Kepenghuluan to the Regent at the end of each fiscal year has been delayed. For this reason, it is hoped that the Regional Government of Rokan Hilir Regency to improve financial management technical guidance program to all local government officials and Kepenghuluan Bagan Batu Government should always apply the principles of Good Governance in implementation of financial management so that various policies carried out can be accepted and well understood by civil society.
