Abstract

This study aims to find out how to develop the capacity of the Rokan Hulu District Education Office in the Learning Process during the 2019 Coronavirus Disease Pandemic in Rambah District. Research indicators include: Human Resources, Infrastructure, Technology and Financial Resources, Strategic Leadership, Cooperation Networks and Relationships with Other Parties. The research location is the Education Office of Rokan Hulu Regency. Since the beginning of 2020 education in Indonesia has undergone very drastic changes, due to the spread of the 2019 Coronavirus Disease so that the learning process is carried out boldly from home. In this study there is a phenomenon that causes the learning process to be less effective. This can be seen from the limited ability of employees and teachers in using technology, not all students have learning support equipment such as cellphones, internet quotas and stable network access. This type of research is qualitative research, data collection techniques are observation, interviews, and documentation. Data analysis by collecting all data and then presenting the data so that conclusions can be drawn in answering all problems.
