Abstract
One of the functions carried out by the Kampar Regency Population and Civil Registry Service is a function of administrative services in the fields of population, birth certificate, death, divorce, name change and child recognition. In this case the writer only focuses on the service of the birth certificate because the birth certificate is a record of population / citizenship by the government to give legal standing to events that bring consequences to one's civil law starting from birth to the event of death. based on the pre-survey the author said that the implementation of services in the Kampar Civil Population and Catalan Office was not maximal, this is evident from the many complaints from the community regarding procedures and mechanisms of service work that are convoluted, not transparent, and often writing either parents' names or the name of his child. The purpose of this study is to analyze and explain the quality of public services in managing birth certificates of the Kampar Regency Population and Civil Registration Office and obstacles. The method used is descriptive, qualitative and quantitative methods; A sample of 50 people. Techniques for collecting questionnaire data and interviews and analyzing data in descriptive, qualitative and quantitative. This study concluded that the quality of public services in the management of birth certificates of the Population and Civil Registration Office of the Kampar Regency was carried out in a sufficient category. Inhibiting Factors include internal (internal) obstacles including: lack of discipline of officers or officers who provide public services and physical facilities that are still inadequate and barriers from the outside (external) include awareness of the community that is still lacking especially regarding requirements and procedures that are still often ignored by the public, the lack of awareness of the population to always queue to get service.
