Abstract

This government as a channeling tool for the interests of the people and the voices of every human being in order to achieve a goal . An important element in a government organization is a human who really determines whether or not an organization is running, what is meant by humans in this government organization is the State Civil Apparatus. During the Covid-19 period, the government issued the Circular Letter of the Minister for the Empowerment of State Civil Apparatus Number 58 of 2020 concerning the Work System of State Civil Apparatus Employees in the New Normal Order, especially the Pekanbaru BKN XII Regional Office. The main problem in this research is how to implement the Circular of the Minister for Empowerment of the State Civil Apparatus and Reform Number 58 of 2020 concerning the Work System of the State Civil Apparatus in the New Normal Order at the Regional Office of BKN II Pekanbaru . What are the Obstacles faced by the State Civil Apparatus in the New Normal Order at the Regional Office of BKN XII Pekanbaru . The method used in this research can be classified into the Observational research method, which is a type of research that is carried out directly by going down the field with data collection tools and questionnaires. Meanwhile, the nature of the research used is analytical descriptive, namely the research method used to describe a condition or condition. a situation that is happening or is taking place whose aim is to be able to provide as detailed data as possible about the object of research so as to be able to explore existing legal theories. The results of this study are the implementation of the new normal order at the regional office of BKN XII Pekanbaru has several things that cannot run optimally, one of which is the mindset of employees in working at home which is considered a home as a place to live plus an internet connection that is not good, and the distribution of facilities. supporting work that is not comprehensive, work support applications that are still experiencing a bit of problems.
