Abstract

A business license is a form of official document from an authorized agency in declaring that a person or an entity is legitimate to carry out a particular business or activity. So for Micro, Small and Medium Enterprises (MSMEs), the business license is very important in the context of doing business, especially in a protection that protects the applicant so as to create certainty related to the MSME business license. The legal basis is Law No. 20 of 2008 concerning Micro, Small and Medium Enterprises and continued with the Provincial and City Regulations of Pekanbaru. This research method is classified as observational research which is carried out by means of a survey, namely by direct research using data collection tools in the form of interviews. The conclusion that the author uses in this paper is by drawing inductive conclusions that depart from things that are specific or specific to things that are general. The results showed that: First, the implementation of the granting of business licenses in the Bukit Raya District, Pekanbaru City was in accordance with the relevant laws and regulations, it's just that in the application of socialization the importance of business permits has not been maximized because there are still many micro and small swords that do not have business permits. Second, in granting micro and small business licenses, there are still obstacles that come from both internal government and external factors as entrepreneurs, causing several factors that hinder the implementation of business licenses for micro and small entrepreneurs as a whole. As for the advice from the first author, the government must be able to carry out its function in providing comprehensive information to micro business actors and data collection is carried out consistently, so that the objectives of the UMK Law can be carried out properly. Second, that the factors in the application of the IUMK that occur both internally and externally must be resolved, by means of the proper application of legal sanctions
