Abstract

Civil Servants who are one of the components of the State from the elements of the Government who act as planners, implementers, and supervisors of the implementation of general government tasks and national development through the implementation of professional public policies and services, free from political intervention, and free from corruption, collusion, and corruption. and nepotism. And each of these Civil Servants must also have the ability and high quality and with a high level of discipline as well. Disciplinary punishment is a sentence imposed on a Civil Servant for violating disciplinary regulations, the official with the authority to punish is the official who has the authority to impose disciplinary punishment for the Civil Servant, the superior of the official who has the authority to punish is the direct supervisor of the official who has the authority to punish. This study aims to determine how the process of enforcing severe disciplinary penalties in the Rokan Hulu District Government and whether the factors that influence and efforts to overcome them are in the enforcement of severe disciplinary penalties for Civil Servants in the Local Government of Rokan Hulu Regency. In this study the authors used a qualitative type of research, namely research that produced descriptive data in the form of written or spoken words from people who played a role in disciplinary enforcement and civil servants who committed serious disciplinary violations. The results of the research that the authors found were based on the analysis of the indicators that the author wrote in the form of interviews where the process of enforcing severe disciplinary penalties in the Rokan Hulu District Government was carried out according to the instructions of government regulation number 53 of 2010, but it has not been optimally implemented for all civil servants.
