Abstract

The background of this writing is because the Operations of Internet Cafes in Payung Sekaki District) have been prepared in accordance with the obstacles faced by the operational and public order section in controlling the internet in Pekanbaru City, namely communication, lack of coordination from related parties, indicators of human resources such as limited existing workers. on the operational and public order department, disposition indicators such as the lack of cooperation of internet cafe owners and bureaucratic structure indicators such as the lack of benefits from government programs related to internet cafes. This research aims to evaluate knowing the implementation of Pekanbaru Mayor Regulation No. Operation of Telecommunications (Case study of Internet Café Operations in Payung Sekaki District) and to find out obstacles in the implementation of Pekanbaru Mayor Regulation No 49/2016 on Technical Guidelines enata and Control of Telecommunication Operation (Case Study of Internet Café Operations in Payung Sekaki District). The methodology used in this research is a quantitative method with descriptive analysis techniques, namely describing and summarizing the conditions of the situation variables that exist in the object of this study. The results showed that the implementation of Pekanbaru Mayor Regulation No. 49/2016 on Technical Instructions for Organizing and Controlling Telecommunications Operations (Internet Cafes Operational Case Studies) is good. This can be seen from the responses of 76.9% of respondents stated that it was good, and included in the good category. The obstacles faced by the operational and public order section in controlling the internet in Pekanbaru City are communication, lack of coordination from related parties, indicators of human resources such as limited workers on the part of operations and public order, indicators of disposition such as less cooperative owners of internet cafes and indicators of bureaucratic structure such as the lack of benefit from government programs related to internet cafes
