Abstract
The Self-Help Housing Stimulant Assistance Program, abbreviated as BSPS, is government assistance for low-income people to encourage and increase self-sufficiency in improving the quality of houses and the construction of new houses along with infrastructure, facilities and public utilities. In the village of Karya Bud Jaya, Tempuling Subdistrict, Indragiri Hilir Regency, it has received Self-Help Housing Stimulant Assistance since 2018. In 2018, 50 units were distributed. BSPS assistance is in the form of money. From the results of preliminary observations, the researcher observed that there were phenomena in the implementation of this government program, namely, the delay in the implementation of development due to a lack of supervision from the related agencies, On the other hand, obstacles in the field such as lack of self-help from aid recipients, supply of materials from material supply shops were not appropriate with the agreement with the beneficiaries, the lack of cooperation between members and groups. Then it was found that in the field there were some people who were still capable but received the BSPS program. The research used is a descriptive method with a quantitative approach. The results showed that the implementation of the BSPS program in the village of Karya Bud Jaya has been running quite well, seen from the indicators of the success of the program implementation namely Input, Process, Output, Outcome. The inhibiting factors that arise tend to be technical problems such as late arrival of building materials, limited builders, and building materials that are not in accordance with the demand.
