Abstract

At the beginning of 2020, the COVID-19 pandemic became a worldwide problem. In Indonesia, there are many impacts caused by the virus, one of the impacts caused by COVID-19 is the economy. To overcome this, the Indonesian government is refocusing the budget from various existing budget posts, one of which is also refocusing the Village Fund. Village funds are actually intended for village development and development, transferred to Village Fund Direct Cash Assistance (BLT-DD) funds. Where the village funds are regulated and managed by the village based on village authority. Therefore, this study aims to determine the role of the village government in implementing the Village Fund Direct Cash Assistance Program (BLT-DD). There are 3 indicators used according to Levinson in Soekanto, namely, Norms, Individuals, and Social Structure of Society. The research method used is a qualitative description, which describes the state of the object in the present qualitatively the data obtained from the research. Sources of data used are primary data sources and secondary data with 1 key informant and 4 informants. Data collection techniques using the method of observation, interviews and documentation. From the results of the research on the role of the village government in the distribution of COVID-19 direct village cash assistance (BLT-DD) in Semelinang Darat Village, Peranap District, Indragiri Hulu Regency, it can be seen from 3 indicators, namely there are still mechanisms that are not implemented by the village government, such as the absence of village volunteers. But here the village government replaces the RT/RW. And there are still obstacles in disbursing funds, sometimes on time and sometimes not according to the time that has been set. Then the village government is still less effective towards people who have family members who are prone to chronic illness.
