Abstract

ABSTRACT Manpower development is regulated as best as possible so that basic rights and protections for workers can be fulfilled. Manpower has many dimensions and linkages, this linkage is not only for the benefit of the workforce during, before and after the work period, but also includes all aspects of the employer, government or society. The scope of employment is not narrow, limited and simple. The reality in practice is very complex and multidimensional. Therefore, there is a point if the labor law not only regulates work relations, but also includes arrangements outside of work relations, and needs to be heeded by all parties and needs protection from third parties, namely the ruler (government) if there are parties who are injured, then the need for legal protection. legal protection as a separate description of the function of the law itself, which has the concept that law provides justice, order, certainty, benefit and peace. As for the main issues that will be examined by the author are as follows, What is the form of legal protection provided to non-permanent employees at PT. Bank Pembangunan Daerah Riau and how the implementation of the work agreement from the initial formation of the work agreement until the end of the work agreement The purpose of this research is to find out how the form and content of a work agreement for a certain period of time is implemented and how the protection for workers / laborers is implemented in a work agreement for a certain period of time according to Law No. Judging from its type, this research is a sociological research that is by conducting a survey by going directly to the field with regard to the problem to be studied, namely at PT. Bank Pembangunan Daerah Riau Kepri, Pekanbaru. Based on the results of the author's research, the implementation of the work agreement between PT. Bank Pembangunan Daerah Riau Kepri and non-permanent employees has gone quite well, this is recognized by employees based on the results of interviews the author conducted. The forms of legal protection provided also vary, ranging from protection in the form of wages, leave, working time and so on. Although, in practice there are still some labor rights that have not been realized. So far, the efforts of PT. Bank Pembangunan Daerah Riau Kepri in the welfare of its employees have been much better and have fixed the regulations in the work agreement.
