Abstract

The low performance of the regional device organization of the Pekanbaru City Transportation Office in managing parking became the background of the research conducted. Because based on the information collected the problems do not achieve the targets that have been set by yourself in addition to the work planning that is not maximized, the planning of the levy is never achieved with each year, the parking levy is not in accordance with Local Regulation No.3 of 2009 on Parking and Parking Levy, and the existence of wild parking. The purpose of the research to know the planning and implementation of work in uptd Parking Pekanbaru City Transportation Office With Administrative Approach Governance.The theory used in this study is Accountability, Transparency and Value For Money. The results of the study showed that parking management problems have been planned even though the implementation has not been optimal. The conclusion is that managing parking there are still coordinators and parking attendants do not comply with the regulations, the lack of strict sanctions given to field officers, the Uptd Parking Department of the Transportation Department does not plan parking targets, and there is no transparency about the budget process. Related to this, parking management needs to pay attention so that the implementation and planning is more mature so that parking targets are realized or achieved. Parking UPTD should be firm in the regulations available so that field officers comply with the regulations because parking attendants ask for parking rates are not in accordance with the regulations and the government transparency in planning to manage parking and involve the public against budget targets because so as not to occur abuse in managing parking.
