Abstract

The application of the prinsiples of good governance is an absolute necessity in government administration including district government. Research locus at the Departement of Population and Civil Registration of Siak Regency with focus on Birth Certificate services. Using the five principles of implementation good governance developed by B.C Smith (2007) includes accountability, rule of law, participation, transparency and efficiency as a reference for analysis to determine the application of the principles of good governance in birth certificate services. The research method used in this research is quantitative method with descriptive survey research type and accidental sampling technique. Based on research in the field can be concluded that the application of the principles of good governance in the service of birth certificates in the Departement of Population and Civil Registration of Siak Regency still not well implemented. This can be seen from the accountability indicators are still found weaknesses namely lack of employee discipline and unfair service treatment between the community and the family or employee acquaintances. Meanwhile the indicator of the rule of law is good, it’s just that the problem comes from people who do not understand the SOP and regulations on birth certificate services. For the participation indicator weaknesses were found such us the lack of public accuracy of data and the courage of the community in providing complaints or responses. Furthhermore transparency indicator is found in the field of some weaknesses among others the weaknesses of the disclosure of the availability of information to the public, this is due to the supporting facilities such as information boards, SOP flow, and the high volume of birth certificate services at the Department of Population and Civil Registration of Siak Regency. For efficiency indicator weaknesses are still found such as lack of ease in management or convoluted services.
