Abstract

The role of the victim in the occurrence of this criminal act of trafficking in persons can be seen from the cases listed in the Decision on Case Number 518/Pid.Sus/2020/PN.BLS, Decision on Case Number 519/Pid.Sus/2020/PN.BLS, Decision on Case Number 364/Pid.Sus/2020/PN.BLS, Decision on Case Number 186/Pid.Sus/2020/PN.BLS, all of which explain that the victim's involvement in this case is Indonesian Migrant Workers for the realization of the crime of trafficking in persons. Perpetrators and victims work together so that the victim can go abroad and work there in an illegal way, and this indirectly has a role for the victim in the occurrence of the crime of trafficking in persons. Based on the above background, the problem that will be answered in this thesis research is about What is the Role of Victims of Trafficking in Persons as Indonesian Migrant Workers? What are the Efforts to Combat the Crime of Trafficking in Persons as Indonesian Migrant Workers. This type of research is observational research by means of a survey, namely research that takes data directly from the population/respondents by conducting interviews as a data collection tool, then processing the data collected so that conclusions are obtained using the deductive method. Meanwhile, if viewed from its nature, this research is descriptive, namely research that explains in the form of clear and detailed sentences. From the results of research and discussion on the Role of Victims of the Crime of Trafficking in Persons as Indonesian Migrant Workers, that victims directly play a role in the occurrence of criminal acts of trafficking in persons, beginning with the intention of Indonesian Migrant Workers themselves to become workers abroad. Efforts to Combat the Crime of Trafficking in Indonesian Migrant Workers are carried out in 2 (two) ways, penal and non-penal, penally that this was carried out by law enforcement officers from the Riau Police, in collaboration with P4TKI in the Dumai area, the District Attorney's Office, District Courts and Institutions Correctional, while non-penal is preventive in nature by providing guidance and counseling to Travel Agents or PPTKIS in sending CPMII abroad
