Abstract
ABSTRACT Regulations regarding building permits (IMB) in Pekanbaru City are regulated in Pekanbaru City Regional Regulation Number 7 of 2012 concerning Retribution for Building Permits. The granting of building permits is a form of public service. In addition, building construction permits is one of the Retribution for Pekanbaru City which means to increase the source of Pekanbaru City's Local Revenue. In order to preserve buildings in accordance with government administrative requirements and applicable technical and procedural requirements, the Pekanbaru City Spatial and Building Office should carry out building construction permit services in Pekanbaru City as best and optimally as possible. In the thesis entitled "Juridical Review of the Issuance of Building Construction Permits (IMB) for Business Residential Buildings Based on Pekanbaru City Regional Regulation Number 7 of 2012 concerning Retribution for Building Construction Permits (Case Study of Building Permits in Abeng's Name)" discusses problems, namely: What is the process of issuing a building permit for a residential business building based on Pekanbaru City Regional Regulation No. 7 of 2012 concerning Retribution for Building Construction Permits and How Legal Regulations Against Building Requirements to Have Building Construction Permits The method used to answer the aforementioned problems is normative legal research to observe and record the analysis of this thesis as a legal research method. The use of normative research methods is an effort of observation and the preparation of this thesis is based on the theoretical basis and research methods required by the writer. The results of the study indicate that the permit issuance process consists of technical, general, and administrative. Article 48 paragraph (3) UUBG Buildings that have been established but do not have an IMB, must first obtain an IMB by obtaining a certificate of good function first. As well as having written regulations about building permits. The importance of having an IMB is that the home owner gets maximum legal protection, the selling price of the house automatically increases, it can be used as collateral for bank loans.
