Abstract

The Village Fund Allocation (ADD) given by the Regency Government to the village is used to help fund the village government administrators, improve village facilities and infrastructure, increase the practice of social and cultural religious values and increase community participation in village development. This study aims to explain the effectiveness of the use of Village Fund Allocation (ADD) in supporting village development in the Serusa Kepulhuan and the Trench Safe in the Bangko District of Rokan Hilir Regency. This study uses Gibson's theory which says that Effectiveness is a measure of the success of an organization to achieve the goals that have been set, using human resources and facilities owned to achieve the goals of the organization, said to be effective when successfully achieving the goals and vision of the organization. This research is a qualitative descriptive study which is a type of research that aims to provide a systematic picture. The sample of this study were 20 (twenty) people of the knowledge set in the Serusa Kepululuan and the Trench Safe of the Bangko District of Rokan Hilir Regency. Data collection techniques by observation, interview and documentation. The data analysis technique used is triangulation techniques. In general, the results of research on the Effectiveness of the Use of Village Fund Allocation (ADD) in Supporting Village Development in Bangko Subdistrict Rokan Hilir District viewed from the Village Operations in improving physical development in the Serusa Kepululuan and the Safe Trench Kepengululuan are quite effective, this is due to several constraints which in There are three stages in the process of Village Fund Allocation Management, namely Human Resources (HR) who have not been able to work on the accountability report (SPJ), poor coordination with related agencies, namely between community empowerment agencies and village government with the district government so that the utilization of the Village Fund Allocation (ADD) impedes the process of implementing village programs so that in using them the village has difficulty, lack of information obtained by the community from the Regency / City Government so that the community is not at all aware of their function as a direct supervisory team in Alo Management cation of Desadan Funds and Community Participation
