Abstract

Electronic Warung Gotong Royong (E-Warong) is a place of business and agency that is managed and owned by the poor recipients of PKH and Rastra assistance which is carried out non-cash. However, there are still gaps in its implementation, such as the inaccurate target of the E-Warong program. This study aims to determine and analyze the implementation of the Non-Cash assistance program through E-Warong in Tualang District, Siak Regency. The theory used in this research is the theory of Van Meter and Van Horn about implementation. The method used in this research is qualitative research. The informants in this study were the Head of the Program Section of the Social Service, Tualang District Head, BPNT Assistant, E-Warong Manager, BPNT Recipient. Data collection techniques using Observation, Interview, and Documentation. Based on the results of the study, it can be concluded that the E-Warong program in Tualang District, Siak Regency has not run optimally from the whole referring to the existing data. This is because the lack of public understanding regarding the existing requirements makes it difficult for the organizers in compiling data collection and the lack of public understanding with the use of technology is also an inhibiting factor in the BPNT E-Warong program and invalid data is the cause of the delay in the BPNT E-Warong program. There needs to be an evaluation related to implementers who cannot apply good public service attitudes. There needs to be more assistance regarding social conditions that are less supportive with the holding of the Non-Cash Food Assistance (BPNT) program.
