Abstract

Poverty is a complex problem with various dimensions so it cannot be done alone in a short time. There is a need for collective action which of course takes a long time. Community empowerment is one of the best efforts to alleviate poverty. Many empowerment programs have been made by the government, both with the direct aim of alleviating poverty or simply to increase community participation. Pekanbaru certainly has not been separated from the complexity of poverty. Urbanization and the height of other urban problems also exacerbate the problem of poverty. This study aims to determine the role of the Pekanbaru city government in poverty alleviation and to determine the inhibiting factors of the government's role in poverty alleviation through community empowerment programs that aim directly at alleviating poverty in Pekanbaru City. In this study, the authors used a qualitative research method with a descriptive approach, while the sampling of data sources was carried out purposively and combined triangulation data collection. In the research that was carried out that there were several forms of the same training from the program that was made where the form of training should be adjusted to the potential of the community in the area and also after the program was carried out there was no forming groups as a follow-up forum for training activities. From the whole series of research conducted, the researchers concluded that the Pekanbaru City Government has played a role in alleviating poverty by creating programs that aim directly at poverty alleviation. However, the decline in the poverty rate is not so significant, which is only below one percent.
