Abstract

Supervision activities against foreign nationals, especially immigrants, are still an obstacle, this is due to the lack of supervision activities for migrants both in the Immigration Detention Center and even in the community. Supervision of migrants in Pekanbaru City aims to prevent violations by migrants,but in reality there are still many immigrants whose residence permits have expired and there have been acts of violation of population rules, and fights. Supervision activities will be achieved if carrying out implementation standards setting, determining the size of the implementation of activities, measuring the implementation of activities, comparing implementation with standards and analyzing deviations, taking corrective actions if needed.The purpose of this study was to determine the obstacles to implementing the supervision of the Pekanbaru City Immigration Detention Center for Pekanbaru City Immigrants.The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The results of the study indicate that the supervision of migrants in Pekanbaru City has not been maximized, especially surveillance activities whose residence permits have expired, violations of immigration rules and exit hours, and acts of disturbing the community. In conclusion, immigration control has not been maximized, this is due to the lack of a number of special officers in carrying out surveillance activities against migrants both inside the Rudenim and outside the Rudenim, the lack of cooperation between the Rudenim and the Rudenim. the people of Pekanbaru City, and the lack of firmness in providing sanctions for migrants who violate.The author suggests that the Pekanbaru City Rudenim increase the number of officers in supervising the activities of migrants, cooperate with the people of Pekanbaru City, and provide strict sanctions against migrants who violate.
