Abstract

This study aims to determine the function of fostering peace and order in the village community in the Penghuluan Sungai Bakau and see what are the obstacles for the penghulu in fostering order and peace in the Penghuluan Sungai Bakau community. The assessment indicators used include providing instructions, providing education and training, providing guidance, providing direction, and giving instructions. In this study, the method used is a descriptive qualitative approach. Numerical data comes from the results of questionnaires and interviews. The sampling technique used in this study was saturated sampling and incidental sampling. The data of this research are sourced from primary data and secondary data according to the required data. In the analysis of the data presented in the form of a written description. Based on the results of research on the function of Penghulu Guidance in Maintaining Peace and Order in the Community in the Penghuluan Sungai Bakau, it can be concluded that the guidance of the Penghulu related to the peace and order of livestock is not carried out properly because in general the provision of guidance on the orderliness of livestock is carried out verbally without using sanctions or in the form of activities. Meanwhile, in terms of obstacles, it is known that the lack of strict guidance is given, the lack of socialization, the lack of functioning of the community policing in peace and order in the development of livestock, and people who do not pay attention to their livestock.
