Abstract
The social service is an element of implementing government affairs which is the authority of the region. The social service office has the task of assisting the Regent in carrying out government affairs which are the authority of the Region and the auxiliary tasks assigned to the Region in the social sector. Therefore, the task and function of the Social Service is to support the implementation of policies in the field of social empowerment properly. Empowerment is a series of activities to strengthen the power or empowerment of weak groups in society, including individuals who experience poverty problems. The purpose of this study was to describe the empowerment of Remote Traditional Communities (RTC) by the Social Service (a study of the Sakai Tribe in Kesumbo Ampai Village, Bathin Solapan District, Bengkalis Regency) and to find out what programs were constrained in its implementation. As for this type of research using qualitative methods. Determination of informants in this study using the purpose sampling method, with consideration of the appointed informants know and understand the problem of the research topic needed. The results of this study indicate that in general the community empowerment program for Remote Traditional Communities (RTC) in Kesumbo Ampai Village, Bathin Solapan District has been effective, although there are still some programs that are not implemented and need to be improved or improved. This can be seen from the implementation of the Remote Traditional Community (RTC) community empowerment program that is in accordance with the planning and the timing of implementation is quite good.
