Abstract

Poverty is a major problem in the development process. The government has introduced various programs that involve several poverty experts but have not been able to eradicate poverty as a whole. Batang Lubu Sutam sub-district is classified as the poorest and underdeveloped sub-district in Padang Lawas Regency, so a poverty reduction strategy is needed to reduce poverty in the future. The objective of this study is to determine the characteristics of poverty, and poverty factors, determine regional potential and formulate poverty reduction strategies. The method used to determine the characteristics of poverty is Descriptive Analysis, the Linear Multiple Regression method to determine the factors of poverty, the Analysis of Location Quotient method (LQ) to determine the potential of the area, and the Analysis of Logical Framework Analysis method (LFA) to formulate a strategy for reducing poverty. According to the research, it is known that the empathy variable has an effect on poverty with the calculation level, namely, the land area with a t-count value of 10.442, the total value of dependents-t-count 0.417, education level with a t-count value of 3.021 and side business t-count value of 2,362. The test results (LQ) are known that the LQ value > 1 is in the palm oil commodity, meaning that oil palm is the leading commodity in Batang Lubu Sutam District because the value is greater than 1. The LFA test results explain that the efforts made in reducing poverty in Batang Lubu District Steam are to improve Human Resources. Increasing community participation in the Family Planning (KB) program to suppress population growth rates.
