Abstract

FUNCTION OF SUPERVISION OF SHIP SAFETY AND SAILING SAFETY AT LASDAP PORT BY THE OFFICE OF THE PORT AUTHORITY AND CLASS IV PORT AUTHORITY OF TEMBILAHAN CITY, INDRAGIRI HILIR REGENCY ABSTRACT BY : JONI AFRIADI Supervision of harbormasters and port authorities at sea is very necessary in order to provide ship safety and sailing safety, but this has not been carried out optimally so that there are violations of the rules and the inadequacy of ship operations. Supervision activities can be carried out by setting implementation standards, determining the size of the implementation of activities, measuring the implementation of activities, comparing implementation with standards and analyzing deviations and taking corrective actions if needed. The purpose of this study was to determine the factors and obstacles to the function of Supervision of Ship Safety and Sailing Safety at Lasdap Port by the Class IV Port Authority and Syahbandar Office, Tembilahan City, Indragiri Hilir Regency. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. Discussions on the Supervision of Harbor Masters and Port Authorities at Lasdap Port have been carried out starting from port determination, sailing vessel feasibility and current cargo supervision. However, this has not been done on every working day so there are still violations against sailing ships. Conclusions Supervision of the Port Authority and Port Authority at Lasdap Port has not been carried out optimally, this is due to the absence of routine monitoring activities on each sailing ship, lack of staff in supervision, lack of sanctions given to ships. violate shipping rules. The researcher suggested to the Office of the Port Authority and Class IV Port Authority of Tembilahan City, Indragiri Hilir Regency, that it was necessary to increase the schedule of supervision activities at the port, increase the number of supervised employees, and provide strict sanctions for ships violating regulations.
