Abstract

ABSTRACT Land as a source of welfare in life for humans is a gift from God Almighty. Supervision of land ownership must be strengthened by various legal measures to maintain the continuity and peace of ownership. To ensure legal certainty of ownership of land rights, it is necessary to have land registration as regulated in Article 19 of the UUPA. Settlement of land disputes is usually through a litigation process. Now, with the regulation of the Minister of Agrarian Affairs Number 11 of 2006, the settlement is carried out on a non-litigation basis. The use of mediation as a method of dispute resolution was also carried out at the Pengulu Sungai Sialang Hulu Office because the decision in mediation did not disadvantage either party, because the decision was made based on the agreement of the parties. The formulation of the problem in this study is how to resolve land tenure disputes for the Foolish Poverty program and infrastructure (K2i) and the Inhibiting Factors in resolving land tenure disputes for the Ignorance Poverty program and infrastructure (K2i) in Kepenghuluan Sungai Sialang Hulu, Batu Hampar District, Rokan Hilir Regency. The research method used is observational research, namely by means of survey or direct review of the location of the study, using data collection tools, namely interviews. The nature of this research is descriptive, namely, the author tries to provide a detailed description (description) of Land Dispute Resolution. Then the data were analyzed based on qualitative methods, after the data were analyzed, the authors drew conclusions inductively. From the research results, the process of implementing dispute resolution through mediation between the K2i program community and PT. Sindora Saraya has not fully run optimally, but from the results of research conducted by the author at BPN Rokan Hilir Regency, there is information that in Kepenghuluan Sungai Sialang Hulu there is a K2i program (ignorance poverty and infrastructure) provided by the Governor of Riau covering an area of ± 871 hectares with evidence Legal Letter. Until now, the land that is being cultivated by PT. Sindora Sayara covering an area of ± 471 hectares has yet to result in clear boundaries between PT.Sindora Saraya's HGU and the land allocated for the K2i Program.
