Abstract

ABSTRACT The rapid growth of development in Bagansiapiapi in Bangko District has resulted in many emerging swallow nest breeding business in Bagansiapiapi which has become a major problem for the tranquility of Bagansiapiapi people, especially in urban areas. The reality of the swift bird house building which was erected in a residential area without a bird's nest business permit, Then the problem in this study First, how is the legal arrangement of the bird's nest business in Rokan Hilir? Second, what are the obstacles to the implementation of the law? Third, what is the legal protection for people affected by environmental pollution The type of this research is the Observation or Survey Legal Research Method, which is the population in this study is the government sector, entrepreneurs and the community. The results showed that the Regional Government had issued several regulations on swallow nests, but the effectiveness of legal regulation was not yet effective. The barriers to law enforcement come from legal factors themselves, law enforcement, legal facilities and facilities, communication, licensing, environmental impact analysis, legal awareness, factors that are scientific.
