Abstract

This study examines the responsibilities of business actors in selling 3 Kg LPG gas in Sail District, Pekanbaru City based on the Presidential Regulation of the Republic of Indonesia Number 104 of 2007 concerning the Supply, Distribution, and Pricing of Liquid Petroleum Gas (LPG) and the Mayor's Decree No. 430/2015 concerning the determination of the HET for 3-kilogram LPG gas cylinders in the amount of Rp. 18,000. 3 Kg LPG gas cylinders which should be sufficient for poor households and micro-enterprises but in fact there are still many poor households and micro-enterprises who lack this gas and do not buy it according to (HET) in Sail District, Pekanbaru City. There are 2 (two) main issues raised by the researchers in this study, namely, first, what is the responsibility of business actors for the distribution of Liquefied Petroleum Gas (LPG) products to Household Consumers and Micro Enterprises in Sail District, Pekanbaru City? second, what are the efforts made by the Business Competition Supervisory Commission (KPPU) on the sale of Liquefied Petroleum Gas (LPG) products to Household Consumers and Micro Enterprises in Sail District, Pekanbaru City? In this study, the researcher used an observational research method by conducting interviews with the Department of Industry and Trade, the Business Competition Supervisory Commission, and Business Actors (base) in Sail District, Pekanbaru City. The results of this study indicate that the efforts made by the Business Competition Supervisory Commission (KPPU) so far have only been limited to supervision but have not been carried out regularly and thoroughly. The business actor (base) does not carry out its responsibilities in selling 3 kg LPG gas cylinders in accordance with applicable regulations in Sail District, Pekanbaru City, because there are still many consumers who complain due to gas prices that are not in accordance with the set price (HET). The Business Competition Supervisory Commission (KPPU) is also less strict in setting sanctions for business actors (bases) in Sail District, Pekanbaru City who sell 3 Kg LPG gas cylinders whose selling prices are not according to HET and are not on target according to applicable regulations.
