Abstract

The Rokan Hilir government made a public facility program for road construction on the 2-lane Poros Pujud for public facilities and for convenience for the community. The project budget based on the auction was conducted by the Office of Marga and Irrigation of Rokan Hilir Regency, which was won by PT. Riau Manggala Abadi with a project value of Rp. 6,800,816,000.- (six billion eight hundred million eight hundred and sixteen thousand rupiah). Where from the budget PT Riau Manggala Sakti is obliged to complete the work results within 60 (sixty) calendar days. However, the implementation of the work is not optimal, because the predetermined completion time cannot be completed by the contractor on time. The main research problem is First, how is the implementation of the contract between the Department of Highways and Irrigation and PT. Riau Manggala Abadi, How are the obstacles experienced by PT. Riau Manggala Abadi is in the process of completing the work based on the agreed contract. Meanwhile, this research method is observational research by means of direct survey research going down to the field to provide accurate data about related objects in the field that is researched and direct complete and in accordance with the details. The results of the author's research are Contract Implementation between Highways and Irrigation Services with PT. Riau Manggala Abadi is not running optimally because the agreed agreement cannot be completed properly by PT. Riau Manggala Abadi where the implementation of the agreement is completed within a period of 60 days but in fact the implementation of the work has exceeded the agreed time limit, namely for 18 days. This is also evidenced by the existence of the imposition of sanctions for delays from the government by paying a fine in which 1 day is subject to a fine of Rp. 600,000 (six hundred thousand), and the obstacles experienced by PT. Riau Manggala Abadi In Completion of Work Based on the Agreed Contract Agreement is the lack of openness and uncooperation carried out by the development consultant services to the government who will supervise and due to material constraints and due to the rainy season so the work cannot be completed on time.
