Abstract

This study aims to determine the Implementation of the Computer Assisted Test System Policy in the Selection of Prospective Civil Servants in the Regional Office XII Pekanbaru of the Republic of Indonesia Civil Service Agency and to find out the obstacles faced by the Regional Office XII Pekanbaru of the Republic of Indonesia Civil Service Agency in implementing the program. Indicators to find out the purpose of the research are communication, resources, disposition and organizational structure. This type of research located in Pekanbaru City uses descriptive types and quantitative approach methods supported by qualitative methods. There are two types of data used in this study, namely primary data collected by questionnaire and interview techniques, and secondary data collected by observation and documentation techniques. The population and sample in this study varied, while the withdrawal techniques used were the census technique and purposive sampling. Data analysis in this study is deductive, data information collected through data collection techniques will be described in accordance with the factual conditions in the field objectively. Based on the analysis technique, the results of the study, the communication indicator on average respondents are in the ordinal is quite good that is equal to 51%, the average Resource indicator the highest respondent gives a fairly good assessment that is equal to 47%, while the average disposition indicator the highest gives a fairly good assessment, namely 51% and the bureaucratic structure indicator provides a fairly good rating of 51% thus, the researcher concludes the results of the research on the Implementation of the Computer Assisted Test System in Selection of Prospective Civil Servants in the Regional XII Pekanbaru Office pretty good". However, there are still a number of obstacles experienced in the Pekanbaru Regional XII Office of the Republic of Indonesia Civil Service Agency, especially the issue of policy services that always experience changes every year. While the recommendations of researchers need to be considered, namely to the government to further simplify the requirements, mechanisms and standards of service to the community.
