Abstract

ABSTRACT Illegal cosmetics are one of the supporting factors for the improvement in the economy because they are a daily necessity. However, not all of the public understand well how to distinguish pharmaceutical preparations in the form of genuine and safe cosmetics from pharmaceutical preparations in the form of cosmetics that do not have distribution permits. Business actors often do not provide actual information related to cosmetics being circulated. In carrying out its business activities, business operators should always prioritize honesty and openness, business actors must be able to provide correct, clear, honest and transparent information regarding the conditions and guarantees of the goods and/or services traded based on the provisions of quality standards that have been clearly regulated in the regulations. current regulation. If a business actor is proven to have provided and/or circulated dangerous cosmetics and does not have a distribution permit which is processed in court, he will be subject to the criminal provisions of the Health Law, which regulates the criminal provisions contained in Article 197 Jo. Article 106 Paragraph (1). The problems in this research are as follows: How are the efforts to overcome and supervise the circulation of illegal cosmetics circulating in the Pekanbaru City area, and what are the obstacles and obstacles for Supervisors in dealing with the circulation of illegal cosmetics in the Pekanbaru City area. The research method used by this type of research is observational or observational research, where the author goes directly to the field to find data that will be used as material for writing scientific papers, the data is taken through direct interviews. Then the author also uses the nature of the research in the form of research that describes the realities that exist in the field providing a complete and clear picture of the Efforts to Combat the Crime of Illegal Cosmetics Circulation in the Pekanbaru City Region. The results of the research and discussion show that the supervision carried out by Badan POM is in accordance with existing regulations and is in accordance with the main tasks and functions of Badan POM as the authorized agency in supervising the distribution of cosmetics, and also the obstacles encountered by Badan POM is the manifestation that the community and business actors also play a role in violations committed by continuing to use illegal cosmetics as well as business actors who continue to carry out their actions to get big profits and harm the country economically.
