Abstract

Considering and remembering that the use of information and communication technology in the world is increasing rapidly, services to the community need to be improved so that the purpose and use of technology is well maintained. In improving government services, currently many have formulated and made policies related to the implementation of e-government whose main goal is to improve and develop electronic-based governance in improving the quality of public services effectively and efficiently. In this case, the central government must cooperate with the UPT Dukcapil Mandau, Mandau District, Bengkalis Regency as well as the community so that the implementation of e-government can run well. The purpose of this study is to find out how the implementation of e-government in e-Ktp services at UPT Dukcapil Mandau, Mandau District, Bengkalis Regency. The method used is descriptive and qualitative methods. Data collection techniques used are observation, interviews, and documentation as well as analyzing the data descriptively and qualitatively. This study concludes that the application of e-government in e-Ktp services at the UPT Dukcapil Mandau, Mandau District, Bengkalis Regency is considered ineffective. It is known that there are still many people who do not understand how to use the website for managing e-Ktp, so there are still many people who do not understand prefer to take care of e-Ktp directly. The obstacles experienced by the UPT Dukcapil Mandau, Mandau District, Bengkalis Regency, namely the people in Mandau District, Bengkalis Regency still have a very low understanding, especially in the use of technology to login to the website, the lack of socialization of employees with the community to provide understanding so that people better understand the use of the website, and there is no computer provided for the public who will take care of the e-Ktp online so that the public is not disturbed and does not experience difficulties with the network they have.
